Depends on what time the excursion starts and how long your ship is in port. Since the excursion site lists 3.5 hours for the tour, I'd say yes, you probably have some time. You'll be going along 7 Mile Beach on the way to the Gov Mansion and the Turtle Farm (probably the best stop on this tour and that's not saying much). IMO,iIf you spend more than 5 minutes at Hell, outside of getting a postcard mailed, you've wasted 5 minutes. The Rum Cake stop will be a zoo, with your tour and every other tour hitting around the same time. All you'll see is the store. And if you do buy a cake, what are you going to do with it while at the beach? Better to just stop at the store at Royal Walter landing on the way back to the ship.

 

Except for the Gov Mansion, you can probably hit all these places on your own for less cost and get the taxi to drop you off at one of the hotels along SMB (See recs from threads on this board). Then catch another for a quick ride back to the tender landing.
