Dock or tender in Monte Carlo?

While looking for a Western Mediterranean cruise, I noticed the Royal Princess - the biggest member of the Princess fleet along with her younger sister - doesn't tender at Monte Carlo, but the smaller Zuiderdam must tender there. Why don't they both tender or both dock?

I believe it's due to space. On one cruise, we tendered in the morning and after another ship left the dock, our ship was moved to the dock for the remainder of the day (we were there 'til 11pm).
