Closest rental car to the Port of Quebec

We will be arriving on the Veendam 7/17/15 at 8am and leaving on 7/19/15 at

4pm depending on the tides.

 

Has anyone rented a car in Quebec and is there parking at the port where we could come and go with the car? Would like to go out to the countryside.
