typically when do TAS release unsold cabins?

I'm sure I should already know, but how many days out is final payment due?

It depends on the length of the cruise. As I recall (without looking it up on Carnival's web site):

3-5 day cruises - 60 days

7 day and longer cruises - 75 days

I believe transatlantic and European cruises are something like 90 days.

Can someone please explain or clarify?

TAs book blocks of cabins (with possible benefits such as OBC)?

If the cabin is unsold by final payment...the cabin goes back to Carnival?

True - the agency will usually release the unsold cabins back to the cruise line at final payment time.
