Are the balconies on the Caribe deck on the Royal covered or are they fully open to the sky?

Yes, covered. Almost all balconies on the Royal & Regal are covered and 95% of the are 9'x4'. The Royal and Regal are not designed like the grand class ships. A quick exam of the deck plans will show you the layouts by deck.
