Latest time to board if 4:30 departure on 1st day?

Some friends are thinking of joining us on Majesty, which departs Miami at 4:30. They are going to have to fly in the day of the cruise (I know, I know--there's nothing that can be done about it). I always get to the ship by noon, so this has never been an issue for me. What is the latest they can get to the ship in order to be able to board? Is it 3?

We don't have the docs yet. We're in the process of planning the trip.

 

RCCL's website specifically states:

 

Please note: All guests must be checked-in and onboard the ship no later than 90 minutes prior to the published sailing time or you will not be permitted to sail.
