I received an ESTA Expiration Warning email from cbp.dhs.gov, saying the one I applied for 2 years ago is due to expire last October. It was a genuine email as it was due to expire and it gave the web address to use. I thought it was an excellent service and as I was due to pass through Miami to join a cruise last month I renewed my ESTA in November. Of course I would have been checking myself well in advance but I appreciated this timely reminder. It certainly wasn't the scam suggested by the OP.
