Different type of birth certificate question

We are booked on the FOS March 20. One of our group is traveling with just a photo ID and a birth certificate. A passport would be nice but timing is not making that possible. She just received her birth certificate (with the raised seal) and when she tried to do her online registration the only option that she can chose is not applicable. Her birth certificate is issued by the Virign Islands of the United States Health Department. She was born in St. Thomas and is considered a citizen of the USA. There is no state available for her to choose although there is an option for Puerto Rico but not the Virgin Islands. Should she just choose not applicable when asked for state? Just don't want to get to the pier and have a customer service agent who is unfamiliar with this birth certificate.

Just leave it blank, if there is no option...N/A is fine, too. You know, you don't even NEED to fill out the set sail pass in advance...it's simply there to give you something to do. If it's not done in advance, they will get all the info when you check in.

I would call the cruise line for confirmation. They should be able to tell you how to fill out the online check-in.
