Persian Garden Question

A question for Celebrity regulars. Since Aqua Class passengers get complimentary access to the Persian Garden, does Celebrity limit the number of full voyage passes that are sold. DW and I enjoyed Princess' version (The Enclave) on the Royal and were interested in booking the PG for our cruise on the Solstice in 2018.

Just off the Silhouette today. We did Persian Garden for a port day without any issue. Some in our group purchased the week-long pass. (We were all concierge or regular balcony cabins). They probably do limit, but didn't hit it on our sailing, and we sailed full.

We never see it full or sold out

We have seen the PGs full several times, but we usually go nearly every day since we book AQ cabins. However, typically there are loungers available especially on port days.
