No, you have to be on board to book a specialty restaurant.

Afternoon tea is available in one of the dining rooms (as @paul929207 mentioned, check the patter) with the scones also available in Horizon Court during this time!

Per Deb above, the Afternoon Tea is 3:30 - 4:30.

You do have to wait until you are on the ship to make your reservations for Crown Grill.

You do need to be on board to book the Crown Grill, but the location is just off the Piazza so when you embark you can walk straight there and book, there will be someone right at the door...or as soon as you get to your room call the dine line. Good luck and enjoy it, it's great. Order multiple apps if you want to try different things and you can add (LOTS) of lobster to any steak...yum now I am hungry.
