Amtrak station is 15 minutes away by taxi ... from the Manhattan Cruise Terminal, although weekday morning - commuter traffic is usually a bit heavier but if you are doing the self walk-off, assuming a relatively smooth CBP inspection routine. Anything after 11 AM should be reasonable - much better to get to NY Penn Station stress-free, pickup the tickets, relax & maybe buy your lunch before boarding - instead of rushing & watching the clock - one can always sit in the waiting area in case of being earlier than planned. Unless it's a long distance train, choices onboard the snack car are typically limited as I'm sure you are familiar with ... of course, some folks loved the snack car, FWIW.

 

Weather forecast is good, morning temp just below 60 degree F, partly cloudy & no storm forecasted anywhere the Big Apple.
