This means the tender boats were bobbing up and down trying to line up with the ship's ramp. Just my opinion....but I would too nervous trying to manuver a wheelchair or scooter from the ship onto a tender, especially at Cocoa Cay. Too unstable for my taste...... You can get a normal wheel chair off the ship to the tender and ashore at CoCo Cay then move to one of the island wheel chairs with LARGE diameter wheels...
