How many ports of call on your cruise? Your best bet would be to use your phone only while in port. AT&T and Verizon have plans that for a daily charge you use your current plan. When we cruised to Canada in the spring I used Verizon Travel Pass. For $5 per 24 hours I used my phone in Canada and it takes time/data of your normal plan. I believe AT&T has something similar.
