We will be on the Sapphire Princess next year June 2018. Is it manitory to wear a coat and tie? Or can a man wear a nice pair of slacks and a nice open neck shirt? Can a woman wear a nice pair of blacks slacks and a party type blouse?

Coat and tie not mandatory. The outfits you described are sufficient. Enjoy.

I have seen people from slacks and polo shirts (men, slacks and open neck blouse for women) up to tuxs and evening gowns on formal night. Whatever you are comfortable with.

If you get invited to the Captain's table, as formal as you have with you. We were last cruise (RCI) and I had a dress shirt, tie and sport's coat with me, so I wore that. Two other men wore suits. And the last (4 couples), only had a dress shirt and tie.

Personally, I am going to start carrying a suit with me. Just in case. :)
