We would always take the refundable fare...we tend to book early to get the AQ cabins we like and best fares ( AQ usually goes up), and due to life's uncertainties.

 

We see the lower fares and perks as an inducement to book non refundable, rather than the higher fare for refundable option as a penalty.

You could and you still can. You just book through a US TA rather than booking with Celebrity UK or a UK TA.

 

Not sure if you've seen my UK vs US pricing thread but it might be worth a read for you. You can potentially have the best of both worlds depending on what you want etc. Just ensure you understand the pros and cons of both. :)
