To enlighten on "GEICO"'s:p response:

I'm assuming you are tendering in Belize City not docking in Harbor Cay (if you're on an NCL ship please check Harbor Cay threads here). There are NO beaches with snorkeling closet to the tender pier. Nearest mainland beach is a man made beach and marina called Cucumber Beach at Old Belize. It's about 15-20 minutes away by taxi. For excellent snorkeling you need to head for one of the Cayes--Goff's, Rendezvous, Caye Caulker, Shark Ray Alley, et. al.. There are independent excursion vendors and ship excursions to these place. Lots of information and reviews on this board.

I suppose you could say there's offbeach snorkeling pretty well anywhere on the planet. There is no place in Belize where the reef is close to the shore like it is on Roatan. Actually the center of diving and snorkeling in Belize is ambergris Caye/ San Pedro.
