They announce where and when to get your ticket so the 1st in line will get #1 tickets. This is usually the morning of the day you get into port. You just stick your number on your shirt so they know when you get on. They announce what numbers are getting on. When you hear your number head to the tenders. A common practice is to provide folks going on the ship's excursions with the earliest tender tickets - usually in the order of tour departures. Yes, though as the Flyer's post, those on ships' excursions are exempted from that scrum for tickets - the first tenders are for them. "Tender number one" would be the first tender for the privateers after ships excursions have left. And some ships have changed the format. You go to the appointed place when you're ready to go ashore, not before, and you stay there until called. Sounds like a real bind, but works surprisingly well & quick.
