Opens as soon as you are a couple of miles off shore. The time to open depends on the port (30 minutes from somewhere like Miami, 1 hourish to get out of New York, 10 hours to get out of New Orleans).

 

Casino is open when at sea 24/7. Tables close when everyone goes to sleep and opens around 9 the next morning.
