It’s not listed on my cruise planner for next March while all the other restaurants are.

Looking at the Royal Carribean Blog, Harmony is also a No-Go on the Chef's Table...

While Harmony does not have a dedicated venue for Chefs Table, they do offer the experience on sailings. The venue is held in a curtained off area of Solarium Bistro. Not the greatest ambience, but not bad.
