It shouldn't be..unless there's a need to pull it down, it should just remain in the ceiling.

According to cruisedeckplans.com, E98 is a two person cabin, no upper bunk. In any event, on fantasy class, uppers are mounted on the wall, not in the ceiling. This is a quad balcony cabin on Fascination:
