I noticed that too and my assumption was that the authorities were on board to further investigate the death that happened on the cruise.

Likely delays with the death a few days ago.

It was announced they were waiting for an ambulance.

An ambulance and a firetruck and police cars were alongside the Royal early on Saturday morning, presumably to deal with the suspicious death that was reported tp have occurred.

We were on the Crown Princess, coming into FLL after a transatlantic, that morning and witnessed the vehicles parked on the dock next to the Royal.
