Does Reflection have a captain's club for cocktail hr. If so what are the hrs.

When you arrive in your cabin, there will be a sheet from the Captain's Club detailing the events for your cruise, times and locations.  I don't believe there is a set schedule based on my cruise last month.

If you are thinking about a dedicated space like you might have seen on Royal Caribbean (Diamond Lounge) no, none of the Celebrity ships has this.  You may find that there are three drinks loaded on your SeaPass card, you may find a cocktail party in Sky Lounge, you may find some combination of both.  As noted, the instructions will be in your stateroom.

I was told on another thread Elite and above gets 3 drinks a night during happy hour from 5-7 pm. Do they load that allotment daily onto your SeaPass card?

Not on the first night nor on the night of Senior officers party if there is one on that itinerary.  But otherwise yes, I would expect that you will have three drinks per person loaded onto your Seapass card, valid from 5 to 7 PM.   The drink menu is limited to those drinks which are served at the elite cocktail hours.
