do all cruise lines allow private tours

My aunt is thinking of visiting cuba - do all the cruise lines allow you to take private tours with independent operators?  Sorry, we just had an experience in Panama in which you could only get off the ship on a cruise line tour and I'd want to warn her if that is the case for Cuba.  Thanks so much.

You may have been at a tender port where you needed a small boat to get to shore in Pamana and the ship was not docked where you could just walk off. That is a different situation.

The cruise lines canNOT force you to only take their tours when you could just walk off the ship and meet any tour guide you please!!

Just back from a cruise to Cuba and had 3 different cities.  We only booked private tours in all 3 of them and never had a problem! No one even asked us who or what we had booked!  Can highly recommend Blexie for tours in Havana and Out of the Box for Santiago de Cuba
