If so, what is the process of this. its a 7 night cruise and on second to last day we’d like to extend our stay at the island and stay at a resort for a few days then fly directly home. If you would be starting OR ending the cruise in a non-US country, then it's legal. You just have to arrange with the cruise line in advance, and there may be a processing fee. Even though the PVSA law exempts these ports, I'm not at all sure that the cruise line knows that, and so they may deny your leaving the ship at those ports.
