Perhaps it is easier to think this way:  The SBP is an expenditure (you get Mariner points); the OBC is income (credit; until you spend it or some of it, you don't get Mariner points).

Instead of opening a new thread, I thought I would ask this question here. My son, wife and daughter recently did a HAL 7 day cruise. Should my granddaughter register in the Mariner Society to get credit for that cruise, even though she is only 13 and was the 3rd person in the cabin?

Credits accrue automatically, there is no real registration. You might want to get her Mariner Number to make sure all cruises go to the same account.
