You location can and will be tracked. New cars now have little black boxes just like airplanes. They continuously monitor what your car is doing. Are you accelerating, are you decelerating, are the brakes applied, which way was the steering wheel pointed, what g forces was the car experiencing, etc,etc. Good info in case of a breakdown or accident. If I recall correctly, every single new vehicle made since (I think) 2001 has a "black box" installed in it. It keeps track of whatever your car has done the "past 10 or 15 minutes". I didn't even realize you couldn't take a rental car out of state...it's weird because I have rented cars on a few occasions for that very purpose...a LONG ride, out of my state and in and out of quite a few others along the way to my destination!! But most of the larger, national chains allow out of state travel.
