Opening Balcony Dividers on a 3 day Cruise- Mariner

Don't see why not,  unless they are one of the aft facing balconies.

The only thing that comes to mind is that Navigator and Mariner were the first Royal ships with the balconies outside the hull, and the part of the balcony that opens might not stay secured as well as on later ships.  In other words, they might refuse for safety reasons.
