Snorkeling at Coco Cay

If you have all of your own gear, can you snorkel at Coco Cay for free?

 

I haven't seen anything on this topic, other than you need a snorkel vest (which some of us have, and the rest can get if it's required).

We did without any issue with just our own mask and snorkel. Not a ton to see but it was fun.  The airplane is out of bounds now according to the life guards even though it's still on some maps.
