Vista Class: Access to Forward Decks (4 and 5)

On Vista ships we used to be able to access the small forward decks on 4 and 5 (overlooking the bow) from the the interior hallways.  I am wondering if this access is still available at any time or has it changed to "crew only" or "scenic cruising only".

I think they are open for scenic cruising only.

It is normally not open  However it is always open Glacier Bay National Park> I have also seen it open sailing into San Juan, but not always I was on the Westerdam last September and it was open as we sailedbetween Vancouver Island and British Columbia as we sailed back to Vancouver BC
