I have not been on Explorer, but the last several cruises (admittedly on Freedom) we have never had a problem. Being return cruisers we had a buy one/get one coupon for the milkshakes, but never used it as they took our beverage package. We could not stay to drink it there, but needed to take it to go. Yes, that sucks. A year or so ago the flyers advertising what was included had it in the "fine print" (July of 2018) But going out there today and it isn't on it.....
