Chances of 3 perks, instead of 2, coming back for NOV sailing?

They usually vary the amount depending on the stateroom category you choose and/or the length of the cruise.

That is not correct. The 300$ OBC as a perk is a fixed amount across all stateroom types and cruise lengths. The "up to" comes from, I believe, the few cases of single travellers, as the perk actually gives 150$pp for up to the two first travellers in the stateroom, ie. 300$ OBC in total for a double/triple/quadruple-occupancy stateroom (and thus 150$ for a single-occupancy).

The chances are slim, IMO. There may be a Black Friday sale, but that would be futile for you, since you would be travelling IN November, and such a sale would only be applicable to sailing after the promotion period.

Well, then the "up to" is completely redundant. The terms clearly state: "Each of the first two guests in a qualifying inside, ocean view, veranda, Concierge Class, or AquaClass stateroom are eligible to receive two amenities with the choice of a “Two Perks Included” rate: Classic Beverage Package, Unlimited Internet Package, $150 per person onboard credit (“OBC”), or Prepaid Gratuities."

They don't state a fixed 300$ per stateroom.
