Question is...will Marigot in St. Maarten be next?

That's an interesting question.  I assume Marigot already requires passports for direct entry, but the dock is too small for all of CCL's ships, and the travelers on the kinds of ships that could dock there already have passports.

On my recent cruise to Sint Maarten, we were offered an excursion to St. Barths.  In the description was noted that passports were required for entry.

Looping back to Marigot, the last time I crossed the border from the Dutch side to the French side by land, there were no officals to check for documents either way.  But that was over four years ago.  Perhaps things have changed since then.
