Inside, all muster stations are inside.

On the Carnival Sensation back in October 2017, we had to go outside to where the lifeboats were during our Muster station drill. They did not do that the next time I was on the Sensation, nor have they done that on any other Carnival cruise I've been on, but I recognize it could possibly occur again (FWIW, I had to pee, and ultimately told them I was going one way or another and ended up in the Lido deck bathroom and grabbed some ice cream and was first in line when the buffet opened back up). It wasn't intentional that it worked out that way, it just happened to.

On Norwegian Sun, our Muster stations were by the lifeboats.
