Specialty dining package

I would like to buy a 4 night specialty dining package for our upcomming cruise in October. I know sometimes there are price discounts in the cruise planner but up until now no discounts found. Is it possible to buy the package now in my cruise planne at the 'normal' price and when there is a discount cancel the already bought package and by a new package at the discounted price?

ive read you can negotiate discounts on board from people walking around the 1st day. also i notice in my planner a 30 dollar 1st nite tuscan
