excursion scheduling

We are trying to figure out how best to use some OBC for excursions.  I am assuming that not every available excursion appears immediately when a cruise is available for purchase, but is that right, and is there a point -- say 6 months or 3 months in advance-- at which you can feel pretty confident they aren't adding more, or do they add more right up until sailing?

They add and remove excursions all the time including when you are onboard. Best thing is research the port yourself decide what you want to do and book it, you can always cancel a tour and switch into another. 
You used to work on the basis that 3-4 months before was a pretty reliable schedule of offerings but I’m afraid it’s all over the place now. Doesn’t help when you’ve obc but is another reason why more and more go independent these days.
