A passenger is offered 100% FCC (without a bonus) when that amount would otherwise be lost as Penalty.  There is no option of 100% cash OR FCC in this scenario. Similar to the CFAR Insurance coverage of the old days.  

Got it thanks, with 60 day Final Payment and 30 cancellation one could have paid full amount and still be subject to standard 50% penalty for 29-56 days pre sail cancellation. So 50% FCC and 50% cash. That also explains 'and/or' in Princess statement, I was also confused by that. Two points clarified, well done !
