Why dont Canadian/Mexican casinos convert some/all $ back to USD anymore?

in 2018, i could convert usd to that countries respective $ and convert all of it back,  including if i made a profit.

 

in 2019, i could not convert some or all of it back, depedning on location.

in canada, i could only convert the original amount back to USD. i could not convert any profit.

 

in mexico, it depended on the casino.

in puerto vallarta, i could convert usd to pesos but none back to usd.

in san cabo, i could convert the original amount back to usd but not any profit.

 

anyone know why the change?

I’ve never had this issue at Caesars Windsor.  But it’s been a long time since I’ve had a profit there. 🤔
