Can someone please explain to me how the Captain's Club cabin upgrade works regarding regular balcony cabins on the Reflection?  Specifically, what balcony category can I get upgraded to from the least expensive balcony category?

You can upgrade one grade of cabin within the same class.  To directly answer your question, the cheapest balcony cabin is a 2D so you can move to a 2C.  Use the deck plans on the Celebrity website to get the details of where those cabins are.

Don't expect much for this upgrade.  On a 2022 sailing I'm booked on the price difference is $20 PP and you could go from 6205 to 6161 for example.

When you are booking you need to ask for the upgrade.  So using @Garyl62 example pick a available 2 C cabin that you want and tell the rep you want it at the 2D price under the 1 category upgrade.  It isn’t automatic.  If you book online there isn’t a way you can book the higher category but get the lower category price.

Some of the nice Captain's Club upgrades are getting a C2 for the C3 price (better location on the ship), and getting a 1A for the 1B price (a lot of the 1A's are on the angle with larger balconies).  Getting an A1 for the A2 price on the M-Class is a bonus.

You cannot upgrade to a C1 for the C2 price.  Suites are exempt from the upgrade, I believe.

From the website:

One-category upgrade requests must be made at the time of booking and apply only for upgrades within the supercategory, depending on availability. Example of a super category upgrade in AquaClass: A2 to A1. Upgrades available from categories 11- A1 on all Celebrity ships except Galapagos voyages. Captain's Club one category upgrade excludes categories 12, FV, SV, C1 and guarantee categories, Z, Y, X, XC, XA, W. On Celebrity Edge categories 12, 9, 7, 6, IO, 1B, 1A, SV, ES, E1, C2, C1, A1 are also excluded. This offer cannot be used with certain restricted fares including but not limited to travel agent and employee rates. Upgrades apply for one stateroom per cruise. Stateroom assignments only. Not valid on holiday sailings.

The least expensive Reflection balcony cabin is 2D. You can upgrade to 2C at the 2D price, which usually has around a $10-20pp difference. The CC upgrade savings is better the higher up the cabin chain you go. If you are looking at the entry level balcony level then you might be better trying to book a guarantee cabin rate (X). You may end up in the lowest level room, but we've sometimes ended up several categories higher than what we expected for a much lower rate than the lowest balcony cabin rate.
