Tender port!

It does happen.  Only 2 ships can dock at the pier that NCL uses.  If a third shows up that uses that pier, they tender.  Having said that, it could be incorrect information you are looking as it might be unclear what ships will actually be there at that time.  So they may be using "tender" as a placeholder.

Tendering can be a royal pain in the butt or it can easy.   

The easiest that I recall was in Mykonos, Greece.  We did a second cruise there that docked about a mile from the central dock of the town.   Tendering was so quick, it made no difference.

 

The worst was in Bali, Indonesia, where we were anchored quite a distance from the dock and the local  authorities held up going ashore for 2 1/2 hours until the captain agreed to use local boats for tendering instead of Celebrity's lifeboats.  The tendering took way too long, since loading and unloading in the local boats was slow and tedious.

My guess, if this is the case, is that they haven't yet finalized and signed their annual plans with the ports.  Which would seem logical given the mess of the last 14 months.  Hopefully, as things progress, NCL will update things as they sign the contracts or whatever documents they use to set up a port visit.
