NCL - Puerto Rico - Different Vaccines Rules

Bare with me as I'm scrolling through the internet on a Saturday night....

The issue with mixed vaccines comes from the CDC. When I go to the cruise line websites they are clear that for non U.S. departure ports the vaccine rules are different.

NCL has cruises out of Puerto Rico. I know it's a U.S territory but does it follow CDC rules for vaccines?

I also noticed that RCCL has cruises our of Bahamas and Barbados as well and seems to have the same rules.
