I did not have a penalty and even got to keep my $600 that I had for rebooking a previous cancelled cruise. I could not keep my Free Cheers promo from my cancelled cruise and had to book the new cruise with a current promo. Yes, they will let you keep your rebooking OBC. I had a cruise cancelled three times and kept moving it. I had a $700 OBC on my August cruise that I just cancelled. I moved all of my money and FCC to an April 2022 cruise. There was no penalty and I was able to keep a $600 OBC that was moved to my new cruise. The $100 OBC for stock ownership was not able to be moved and I will need to send in a new request. I could not keep my Free Cheers promo from my cancelled August cruise and had to book under a current promo. All in all, I was happy with the new booking.
