It doesn’t look optimistic that non US residents will be allowed access to the USA. Do RC still do lift and shift or can I cancel without penalty? Has anybody any advice they could share? TIA. Since the sailing is unlikely to be cancelled, your main option is to cancel - due to the circumstances they should allow a full refund, though an FCC is the default (and an alternate price protected sailing is a long shot) 1 Link to comment Share on other sites More sharing options...

You are allowed access, just not directly from Ireland, UK, Schengen zone, at present. Would require a full 14 day stay elsewhere before an entry attempt. But, not in South Africa, Brazil, China or Iran, either. I realize that's outside the realm of possibility for most, but, just want to be clear that it IS an option.
