I saw an article a while back about non-vaccinated passengers not allowed to get off the ships, but what about vaccinated passengers, are you allowed to explore on your own or do you have to be on a Carnival excursion? I was there last week. A lot of places closed. Senor Frogs was closed. I walked to the Forts. I did see a couple of restaurants open on the way to the first one. I did see a bar open on the way to the second one. But a lot of the little cafes and things by the cruise port were closed. Masks required $100 fine.
