The words "the highway" are generic...not specifically I 95. In this case it means the West Side Highway, which then becomes the Henry Hudson Parkway. The poster is just saying that you won't have to drive on city streets...although actually you do for just a few blocks when leaving the cruise terminal. You drive north on 12th Ave briefly before getting on the West Side Highway.
