Yes. Royal class ships (of which Sky is one), do not have the tiered sides like the older Grand Class ships. As such, all balconies on the sides are covered..(there's a few exceptions such as a few forward Emerald deck that are much larger and thus half and half covered/open.. Aft facing balconies are partially covered.  Forward facing balconies are partially covered also.
