He is single and when I try to book a single room the pricing is more than what you would pay if you booked 2 passengers. So, is it allowed to just book his cruise for 2 passengers and then have one of them not show up (because they don't exist) ? That would save 500USD of the cruisefare. My travel agent called and talked to someone with more authority than the booking engine who was able to override the block. A knowledgable and savvy travel agent often can work wonders. Sometimes the studio cabin is more expensive than a regular cabin, probably because there are fewer. However, I've always been able to book a regular cabin - bonus is you get double points that way - as a solo without issue.
