In October we were escorted from the ship (we had to meet in a lounge, not on the pier), off the ship together, to the bus, and when we got back from the bus right back on the ship. There were people on both sides of the group to make sure everyone was together. Even on the ship they stopped others from getting off while we were to keep everyone together. It sounds strict but we still had a great time, and saved money on cheap souvenirs in the process. 

 

If you have enough time after the tour gets you back to the ship, you could reasonably have one adult stay with the under 5 child while the other goes out and shops.

Carnival will keep doing this until the ports say it’s no longer necessary. Many ports aren’t even allowing cruise ships in. And those that are allowing the ships in are very concerned about covid being spread. A lot of these islands are very isolated and haven’t had a lot of covid exposure so they’re more vulnerable. I don’t see things changing anytime soon.
