Is 'Gifted' OBC Refundable if Not Used?

Actually came up with a Q that I am pretty sure has never been addressed.

If one 'gifts' OBC to a cruiser's shipboard account, is any unused portion refundable?  It can be purchased in $25 increments.

Since someone paid for the OBC it should be refundable. Guessing it would go back to the guest's credit card.

Back when the Canadian dollar was going through an ongoing period of decline against the US dollar, I gifted myself a good amount of OBC for several cruises. I had no intention of using it onboard, instead cashing it in at the end of the cruise. At that time, Celebrity offered a better exchange rate than I could get here, so it was quite a beneficial method for currency exchange. Celebrity subsequently changed its approach to setting its exchange rate, and the Canadian dollar stabilized, so this only worked for a couple of year.
