In practice, really major changes are often offered the option to cancel and get a refund. Honestly, we sail shoulder season which ups the odds of bad weather, even before covid between weather issues, strikes of port personel and poltical upheavle more than half our crusies had at least one port change either before sailing or while onboard. The cancellation of St. Petersburg on the Baltic cruises, for example, came with a cancellation policy. Other ports may not have the same guarantee. The terms and conditions of the cruise contract probably say there is no compensation (except port fees), but they also want to keep you happy as a customer.
