For our upcoming Ocean and River cruise in a couple days there is not.  I asked Viking where is the questionnaire and they said they’ve determined it is not necessary now

No.  You answer the questions at check in.

If you can get it on your TV, you should also be able to get it on Viking Voyager, the on-board mobile app. Download it before you leave home and use it onboard the ship. It won't be operational until you board the ship.

You'd think so, but no--at least not on our cruise in March from Rome to Athens.
